The plaintiffs, Alfreda Jones and Kimberly Mason, officers on the campus security force of the Houston Community College (“HCC”), discovered a covert surveillance video camera in the office where, among other things, they changed in and out of their uniforms. The plaintiffs sued HCC; its Director of Maintenance, Timothy Rychlec; and its Vice-Chancellor of Finance and Administration, Gloria J. Walker.
