The plaintiff, Mr. "W. T. Vinton, a resident and taxpayer of Yamhill County, Oregon, instituted these proceedings by filing in the circuit court for Yamhill County a petition praying for the issuance of a writ of mandamus, commanding the defendants, who constitute respectively the county court and county clerk of Yamhill County, to comply with the state law with respect to publication of the county budget estimates for the fiscal year, July 1,1943, to June 30,1944.
