OPINION
GORDON, Judge.
Plaintiffs move for judgment on the agency record pursuant to USCIT R. 56.2, challenging .the final results of the United States International Trade Commission’s (“Commission”) five-year reviews of the antidumping duty orders on polyester staple fiber (“PSF”) from Korea and Taiwan. See Certain Polyester Staple Fiber from Korea and Taiwan, Inv.
