The plaintiff, Oleg Merkulov, proceeding pro se, filed a negligence claim under the Federal Tort Claims Act (“FTCA”) against the United States Park Police (“USPP”) in the Superior Court for the District of Columbia. Notice of Removal, ECF No. 1. Subsequently, the defendant removed the case to this Court pursuant to 28 U.S.C. § 1442, which allows for removal to Federal court for cases brought against the United States or any of its agencies or officers.
