Appellants, Save the Lake, an Ohio nonprofit corporation, and numerous residents of Hillsboro, Ohio, appeal from the April 13, 2000 findings of fact, conclusions of law, and final order issued by the Environmental Review Appeals Commission (“ERAC”). Appellants are appealing the decision of ERAC that appellee the Director of Ohio Environmental Protection Agency’s issuance of two permits authorizing construction of a wastewater treatment project at Rocky Fork Lake was reasonable and lawful.
