Petitioner seeks review of a Land Conservation and Development Commission (LCDC or commission) order that upheld an approval by the Department of Land Conservation and Development (DLCD or department) director of a legislative amendment to the City of Scappoose’s urban growth boundary (UGB). Petitioner contends that certain portions of the LCDC order that overruled her objections to the approval are “[u]nlawful in substance” under ORS 197.651(10)(a).
