This is a writ of error to review a decree dismissing the plaintiffs’ action in equity, whose object was to enjoin the municipal authorities of the city of Boulder from enforcing an alleged void city ordinance, purporting to create a paving improvement district. The city of Boulder is a special charter city whose organic law was adopted by its qualified electors under permission of the Twentieth Amendment to our state Constitution.
