MEMORANDUM OPINION AND ORDER

GETZENDANNER, District Judge.

These cases are before the court for approval of proposed settlements of plaintiffs’ claims against the Federal Bureau of Investigation (“FBI”), the Justice Department, the Central Intelligence Agency (“CIA”), and certain individual defendants. There are two separate settlement agreements, one of which will be referred to as the FBI agreement and the other as the CIA agreement.
