Integral Research & Development Corp. (“Integral”) is a company wholly owned by the Belarusian government; Integral manufactures semiconductors. Autotech Technologies LP (“Autotech”) filed an action against Integral in the U.S. district court for the Northern District of Illinois in 1996 for violating an exclusivity agreement that Autotech obtained through a third party, Digital Devices, Inc.
