This adoption proceeding presents the novel issue of whether two adults who are unrelated by blood or marriage may jointly adopt a child who is not the child of either petitioner.
*647By petition filed on April 25, 2000 petitioners, Ann M. Wilson and John W. Foster, seek to adopt a child, Carl David Hall, who was born out of wedlock to Michelle A. Hall and an unknown biological father on October 3, 1996.
