The facts are briefly these: Plaintiff seeks to recover some $500,000, with $10,000 attorneys’ fees, from the defendant Federal Reserve Bank of Minneapolis on a claim for damages. It is alleged by the plaintiff that it conducted a central heating plant for the production and distribution of heat in the City of Billings, Montana; that in 1936 it required some $35,000 additional working capital for expansion and enlargement of its plant; that it was unable to obtain financial assistance from any usual source and it made application for this amount by way of a loan from…
