Plaintiffs were enrolled in special-education programs operated by defendant Minnesota River Valley Special Education Cooperative (“MRVSEC”). Defendant Shakopee Public Schools (“Shakopee”) is one of six school districts that belong to MRVSEC. 1 Shakopee often refers its students with special needs to programs run by MRVSEC.
