Petitioners, who own land in Jackson County (the county), seek judicial review of a final order of the Land Use Board of Appeals (LUBA). In that order, which resolved an appeal brought by respondents Rogue Advocates, Jeff Gilmore, and Jeannie Gilmore,1 LUBA remanded the county’s decision to stipulate to the amendment of a prior declaratory judgment concerning petitioners’ rights to develop their land.
