MEMORANDUM OPINION
RICHARD W. ROBERTS, District Judge.
This matter is before the Court on Defendants’ Motion to Dismiss, or in the Al ternative, for Summary Judgment. Defendants’ motion will be granted.
I. BACKGROUND
Plaintiff was arrested by state authorities in Florida in December 2000 and was released from a county jail in February 2001 after posting bond. United States v.
