JACOBS, Circuit Judge:

After plaintiff James K. Lee drove his car into a parked truck, defendant Michael Edwards — a police officer in Waterbury, Connecticut — went to the scene, saw that Lee was intoxicated, and tried to arrest him. A confrontation ensued in which Lee suffered cuts and bruises to the head. Lee was charged with assaulting a police officer and resisting arrest, but both charges were later dropped by the State.
