BAZELON, Chief Judge:
Petitioner, Rural Housing Alliance (RHA), is a “non-profit corporation which assists rural families in their efforts to gain better housing and living conditions . . . .” 1 In 1973 it sued the Government under the Freedom of Information Act (FOIA) 2 seeking disclosure of a report by the Department of Agriculture dealing with discrimination in the administration of a government loan program in Florida.
