MEMORANDUM AND ORDER
WEINSTEIN, District Judge.
Plaintiffs seek an order disallowing trial court costs pursuant to Rule 54(d) of the Federal Rules of Civil Procedure. Costs in this case are substantial. If the motion is not granted they would be paid by the citizens of the counties of Nassau and Suffolk and by the members of the Concerned Citizens of Montauk, Inc. and the Natural Resources Defense Council, Inc.
