MCMAHON, District Judge.
Plaintiff Ennio Munno (“Munno”) filed this action for damages against Defendants the Town of Orangetown; Thom Kleiner, Edward Fisher, Marie Manning, Denis Troy, and Denis O’Donnell, in their individual and official capacities; and Kevin Nulty, chief of the Orangetown Police Department (collectively “defendants”).
