MEMORANDUM OPINION
COLLEEN KOLLAR-KOTELLY, United States District Judge.This matter is before the Court on Plaintiff’s pro se complaint filed on September 16, 2015. The Court shall dismiss the complaint sua sponte pursuant to Federal Rule of Civil Procedure 12(h)(3) ( “[I]f the court determines at any time that it lacks subject-matter jurisdiction, the court must dismiss the action.”).
