BRODERICK, District Judge.

Presently before the Court is the motion of the plaintiffs for partial summary judgment and their motion for class certification under Rules 23(a) and 23(b)(2) of the Federal Rules of Civil Procedure. Plaintiffs Johnnie Mae Roger, Louis Steinbrecker, Anita Jackson, Amelle Douglas and Wanda Harrison filed this class action on behalf of a class ■ consisting of all customers of the Department of Water of the City of Philadelphia who have had their water service terminated or are threatened with termination of their water service without adequate due process…
