These two appeals arise from disputes between David Ciempa and the Oklahoma penitentiaries that house him. Mr. Ciem-pa is a member of the Nation of Gods and Earths (NGE), a group derived from the Black Muslim movement that Mr. Ciempa claims is religious in nature.
