The state of Oklahoma, plaintiff in error, was the plaintiff below, and commenced this action against the defendants in error, defendants below, to quiet title in and to the river bed of the Arkansas river in section 25, range 8, and in the west half of section.30, range 9, and an island described as lots 7 and 11 in said Arkansas river, the same being in the east half of said section 25 and the west half of said section 30, all in township 21. The state contends that the Arkansas river is a navigable stream, and that, under the'.common law and the various acts of Congress, the United States…
