This is an original proceeding in mandamus brought by petitioners as residents and qualified electors of Nevada seeking an order from this court requiring respondent as Secretary of State to file their petition hereinafter described.

Petitioners seek to amend Article 4, section 2, of the Constitution of the State of Nevada so that it will provide for biennial rather than annual sessions of the legislature. They attempt to do so by an initiative petition under the provisions of Article 19, section 3, of said constitution (as amended in 1958). The respondent…
