Plaintiff Atar S.r.L. (“Atar”), an Italian producer and exporter of pasta products, contests the final results issued by the International Trade Administration, United States Department of Commerce (“Commerce” or the “Department”), in the ninth administrative review of an anti-dumping duty order on certain pasta from Italy.
