Plaintiff Atar S.r.l. (“Atar”), an Italian pasta producer, brought this action to contest the final determination (“Final Re-suits”) of the International Trade Administration, United States Department of Commerce (“Commerce” or the “Department”) concluding the ninth administrative review of an antidumping duty order on certain pasta from Italy (the “subject merchandise”). 1 See Notice of Final Results of the Ninth Admin.
