U.S. Marine Corps veteran John P. Bou-ton appeals, through counsel, from that part of a March 3, 2006, decision of the Board of Veterans’ Appeals (Board) that denied a claim of entitlement to an effective date earlier than August 7, 2001, for the award of service connection for depression, to include a request for revision on the basis of clear and unmistakable error (CUE) in a June 1997 rating decision that denied service connection for a psychiatric disability, including post-traumatic stress disorder (PTSD).
