MEMORANDUM OPINION

JOHN H. WOOD, Jr., District Judge.

Plaintiff brings this suit pursuant to Title 28, United States Code, Section 1343 and Title 42, United States Code, Sections 1983 and 1985 complaining of certain alleged injuries during the plaintiff’s incarceration in the El Paso County Jail. Plaintiff names as defendants the Sheriff, Mike Sullivan, Jr., and certain unnamed jail guards, County Judge T. Udell Moore, and County Commissioners Chuck Mattox, Richard Telles, Clyde Anderson and Rogelio Sanchez. The defendants filed a Motion to Dismiss praying that the suit is essentially a claim…
