On behalf of himself and others similarly situated, Stephen Crane brought an action pursuant to 42 U.S.C. §§ 1983, 1988, and the common law of Texas, against the State of Texas, Dallas County, the judges *414of the Dallas County Criminal Courts, the Dallas County Clerk, the Dallas County Criminal District Attorney, the City of Dallas, and divers Dallas police officers.
