OPINION AND ORDER GRANTING PLAINTIFFS’ MOTION TO AMEND AND SUPPLEMENT COMPLAINT AND MOTION FOR CLASS CERTIFICATION

CLELAND, District Judge.

Pending before the court are plaintiffs’ motions to amend and supplement the complaint and for class certification. The mo*151tions were exhaustively briefed and a hearing was held on December 17, 1997. For the reasons stated herein, both motions are GRANTED.
