The first entitled of these two consolidated cases is an appeal from an order and judgment of the circuit court of Cook county dismissing on the merits an information in quo warranto brought by the Attorney General on behalf of the People against the city of Chicago and Charles F. Clarke, F. T. Cunningham and Phelps Kelley, as respondents.
