OPINION

Now before the Court is plaintiffs’ motion for a preliminary injunction. On consideration of the entire record, the Court grants plaintiffs’ motion.

This action challenges a provision of the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C.A. § 1232g (1990 & Supp.1991). 1 Plaintiffs are three student journalists and a not-for-profit corporation that promotes the legal rights of the student press.
