Pursuant to 28 U.S.C. § 2254, pro se petitioner Richard Mamarella brings the above-captioned action against Westchester County District Attorney Jeanine Pirro and the Westchester County District Attorney’s Office (collectively “defendants”). In his peti tion, Mamarella seeks certain documents relating to his plea bargain and sentence under the Freedom of Information Act (the “FOIA”), 5 U.S.C. § 552, the Privacy Act, 5 U.S.C. § 552a, and the New York Freedom of Information Law (the “FOIL”), Public Officer’s Law § 84 et seq.
