HOWELL, Chief Judge:
Horry County and the Horry County administrator appealed from the circuit court’s determination that the administrator lacked authority to suspend three employees of the Horry County auditor. A divided panel of this Court reversed the circuit court’s decision, concluding that the county administrator did have authority to suspend employees of an elected official. See Eargle v.
