The question to be determined is the validity of an ordinance of the City of Galveston prescribing minimum fares to be charged by “any person in charge or control of or engaged in the operation of any automobile, taxicab, motor bus, or similar vehicle, devoted to or used in the carriage of persons for hire over the streets of and within the limits of the City of Galves ton.” The ordinance declares it unlawful to charge or receive for the carriage of any passenger not exceeding five in such vehicle, less than twenty-five cents for…
