This is a suit brought in the court below by Stephenson, one of the appellants, in which the other appellants intervened, against various officials of the State and counties of Texas, among them, the Governor, Attorney General, members of the'State Highway Commission and of the State Railroad Commission, to enjoin the enforcement of certain provisions of a state statute hereafter described.
