Under District of Columbia law, offenders convicted of violations of local law may be assigned by the Attorney General to serve their sentences either in federal facilities or in facilities maintained by the District of Columbia. D.C.Code Ann. § 24-425 (1981). In 1976, Congress enacted sweeping reforms of the federal parole system. Parole Commission and Reorganization Act, Pub.L. No. 94-238, 90 Stat. 219 (1976).
