OPINION

The Administrator of the Attorney Registration and Disciplinary Commission (ARDC) filed a two-count complaint against respondent, Peter Deforest Winthrop, charging him with various violations of the Illinois Rules of Professional Conduct (Rules). The Hearing Board recommended that the charges against respondent be dismissed.
