¶1 This case asks us to decide whether Washington’s vested rights doctrine excuses compliance *351with the requirements of a municipal storm water permit. The Washington State Department of Ecology issued the third iteration of a municipal storm water permit pursuant to the Federal Water Pollution Control Act (also known as the Clean Water Act), 33 U.S.C. §§ 1251-1388, and the National Pollutant Discharge Elimination System permitting program established by the act.
