Plaintiffs Samuel Dukore and Kelly Canavan bring damages claims under 42 U.S.C. § 1983 against Metropolitan Police Department (“MPD”) Officers Michael O’Dea, Robert Reese, and Hashim Zrien, and Lieutenant Allan Thomas, and Department of Commerce and Regulatory Affairs (“DCRA”) Inspector Gilbert Davidson (collectively, the “individual defendants”), alleging that they violated the First, Fourth, and Fifth Amendments of the U.S. Constitution and engaged in a civil conspiracy.
