The only question presented on the record in this case is whether the taxation on the United States notes and certificates mentioned in the state of the case was legal. February 25th, 1862, congress enacted that “ all stock, bonds and other securities of the United States held by individuals, corporations or associations within the United States shall be exempt from taxation by or under state authority.” 12 *68Stat. at L. 346.
