The Baltimore County zoning regulations create a Planned Unit Development (“PUD”) 1 approval process that is partly legislative and partly quasi-judicial or adjudicative in nature. The instant case arises from a dispute over the approval of a PUD application in Baltimore County. Petitioners, Kenwood Gardens Condominiums, Inc., et al. (“Kenwood”), allege that the PUD developer made illegal campaign contributions to the county councilman who formally accepted the PUD application submitted by the developer.
