This case originated in the Shreveport Division of the Western District of Louisiana upon the filing of a complaint on July 10, 1959'. Plaintiffs are registrars of voters in and for certain parishes in Louisiana1. The Commission on Civil Rights is a temporary agency of the United States, created by the Civil Rights Act of 1957, under Public Law 85-315, 85th Congress, 42 U.S.C.A. § 1975 et seq.
