While on duty as a uniformed police officer for the Town of Reading and during a foot pursuit of suspects alleged to have stolen a motor vehicle, the plaintiff John T. Kyle (“Kyle”) was attacked by a state police dog, then under the supervision of State Trooper Jack Lannon (“Trooper Lannon").
