The parents (“plaintiffs”) of the decedent, Alberto Luis Rosado-Santos, brought the underlying 42 U.S.C. § 1983 (1988) action, claiming that law enforcement officials violated the decedent’s substantive due process rights by engaging in a dangerous high-speed chase and establishing a roadblock. The plaintiffs also brought a diversity survival and wrongful death action, pursuant to La.Civ.Code Ann. arts. 2315, 2315.1, 2315.2 (West Supp.1993).
