WOOLLEY, Circuit Judge.

These cases concern controversies between a railroad employer and its employees and call for an interpretation of Title III of the Transportation Act of 1920. 41 Stat. 456, 469 (Comp. St. Atm. Supp. 1923, §§ 10071%ee to 10071%jjj). Beyond this it is impossible to state the questions involved without first stating the facts from which they arose.
