Plaintiff-Appellant Donald M. Adkins, a Texas state prisoner incarcerated at all relevant times in the Coffield Unit (“Cof-field”) and proceeding pro se, filed suit in district court alleging violation of his First and Fourteenth amendment rights, as well as violation of the Religious Land Use and Institutionalized Persons Act (“RLUI-PA”). 1 Made defendants were Don Ras-par of the Chaplaincy Department of the Texas Department of Criminal Justice (“TDCJ”) and the following Coffield personnel: Roy A.
