ALLEGRA, Judge.

In this post-award bid protest action, the plaintiff, NVT Technologies, Inc. (NVT), seeks to set aside the award of a contract to SelectTech Services (SelectTech) for faeility/laboratory management and equipment maintenance services at the Air Force Research Laboratories at Wright-Patterson Air Force Base in Ohio. NVT asserts, inter alia, that SelectTech did not submit a timely proposal that complied with the terms of the request for proposals.
