I. INTRODUCTION
Jose Garcia (“Garcia”) brings this pro se petition against then Superintendent Luis Spencer (“Respondent”) seeking a writ of habeas corpus pursuant to 28 U.S.C. § 2254. Pet. [Doc. No. 9]. Petitioner presents eight grounds for relief.
