I. INTRODUCTION

Brian Cavitt (“Cavitt”) brings this pro se petition seeking a writ of habeas corpus pursuant to 28 U.S.C. section 2254 (“section 2254”). Pet. 28 U.S.C. § 2254 Writ Habeas Corpus Person State Custody (“Pet.”), ECF No. 6.
