Petitioner has presented an order to show cause and a summons and complaint challenging certain determinations of the representatives of the Village of East Syracuse. Petitioner is licensed by the Department of Environmental Conservation (DEC) pursuant to ECL article 27, title 15 and Public Health Law title XIII to transport, handle, transfer, collect and store regulated medical wastes (hereinafter RMW).
